Fully integrated road asset management system

Area of Engagement
  • Design and develop a fully integrated system with thin customer interface for road asset management
Business Problem
  • Lack of integrated system lead to multiple data entries which in turn made the data inconsistent
  • Usage of old technology and lack of support from the vendor
  • Different departments had to use local desktop applications for data analysis
  • GIS functionality was not integrated with the main system due to which business users had problems in locating road sections that required maintenance
Solution
  • A fully integrated browser interface system was designed, developed and implemented
  • IBM's web technology consisting of WebSphere 3.5.3, Visual Age for Java, and DB2 UDB 7.1 on Win NT platform was used for the integrated development and deployment
  • ESRI's ArcIMS was used as the GIS map delivery platform. Dynamic Segemtation feature which was not supported by ArcIMS was indigenously developed by HCL using a combination of ArcView and Java components.
  • Visual Basic GUI features were implemented in thin customer interface to provide ease of use and consistent user interface
  • The historical data from old system was migrated after cleansing and transformation
  • Training workshops were organized for business users
  • User Guides, training notes, hand outs and manuals were delivered along with the system
Customer Benefits
  • The new system replaced the existing desktop application which was available as disparate systems.
  • The application had integrated GIS interface which allowed users to switch from form view to map view by a single click on a link.
  • The system supported complicated GUI features such as tabular view, sorting on a column, column size adjustment, column freeze, horizontal and vertical scroll bars which are available in Visual Basic environment
  • Dynamic Segmentation was a key GIS requirement which was not supported by ArcIMS. HCL delivered indigenously developed solution which used combination of ArcView and Java components for which ESRI awarded the Best Technical Solution in a user conference
  • Different types of charting options were provided to enable users to analyze road condition data and take right decisions about the maintenance
  • The customer has been successfully maintaining 23,000 Km. long highways and over 4000 bridges & culverts in optimum condition for improved traffic efficiency and safety
