Business Need

Client is a statutory organization that promotes, regulates and oversees the functioning of the Securities Market. It has a regulatory responsibility to operate an investor friendly market that is transparent and offers equal opportunities. As a result of such a commitment, it is implementing an Integrated Market Surveillance System (IMSS) to analyze market irregularities and identify suspected market offenders and market entities that engage in market manipulation and market abuse.

Once the system is built the IMSS will be the equivalent of an integrated surveillance system across 27 exchanges in that country.

Challenges and Requirements

Client’s objective is to install a software system to enhance the integrity of its securities markets. More specifically it seeks automated systems that can identify aberrant trading patterns for the purpose of identifying, analyzing and ultimately stopping illegal trading behavior. The solution should:

  • Provide an online data repository capable of capturing market transactions and reference data
  • Provide a research and regulatory analysis platform
  • Provide sophisticated alert engines that work with various data formats (insider trading engine, fraud alert engine and market surveillance engine)
  • Extend the system from equities to derivatives and other markets, to facilitate cross-market surveillance

The challenging aspect was identifying a system that can meet client’s objectives and fit well in the existing infrastructure without causing any disruptions in the services.

HCL Solution

HCL decided on a comprehensive surveillance systems suite from SMARTS forming the core of the software application. HCL was the Systems Integration partner for the client and was responsible for delivering a complete system along with its partners.

HCL was responsible for understanding of the business requirements from client and converting it to the appropriate format as desired by the SMARTS software. It also built the interfaces with various systems across Exchanges and Depositories.
