SEPA rulebook changes and the implementation guidelines 2023

The European Payments Council (EPC) has published the 2023 SEPA rulebook changes and the related implementation guidelines (IG). The changes will come into effect on 19 November 2023. The changes include:

Migration of all ISO 20022 XML-based messages to the 2019 version
Previously approved business and/or functional rule changes

The SEPA rulebook changes will impact systems and processes in the customer-to-payment service provider (PSP) space, inter-PSP space, and PSP-to-customer space. This paper identifies the factors that led to these rulebook changes, provides a summary of the corresponding changes to the various messages, discusses impacted areas, and provides recommendations on addressing the impact.
