Semiconductors have become the backbone of the AI revolution. That framing is hard to dispute. Yet the more important question is what it implies for design leaders right now.

The market signals are unambiguous. Gartner estimates worldwide semiconductor revenue reached $793 billion in 2025, with AI processing silicon exceeding $200 billion. World Semiconductor Trade Statistics (WSTS) forecasts the global market will approach $975.5 billion in 2026, up more than 26% year over year.

At the same time, the energy footprint of infrastructure is becoming a board-level constraint. The International Energy Agency (IEA) estimates that data centers consumed about 415 TWh in 2024 and projects demand could more than double by 2030, with AI as a key driver.

Together, these forces are reshaping how chips are conceived, built and deployed. What was once a largely predictable, node-driven roadmap is now a multidimensional challenge, balancing performance, power, cost and sustainability. For design leaders, this means navigating more variables than ever, while still being expected to deliver faster, better and more reliably.

Against this backdrop, Anshul Verma, Semiconductor Vertical Head at HCLTech, discussed on a recent HCLTech Trends and Insights podcast how chip design is evolving as traditional scaling slows and the industry shifts toward architectural innovation, automation and resilience.

Design constraints and innovation vectors

As Moore’s Law slows, performance-per-watt becomes less about riding a predictable node cadence and more about assembling the right mix of architectural and physical-design levers.

Verma put it plainly:

“As Moore’s law is approaching its limits and slowing down, semiconductor companies are approaching varied strategies for improved power and better performance and output.”

In practice, he identified three areas that are evolving in parallel.

  1. Chiplet-based architectures:
    Verma described the shift from “a monolithic SoC architecture into chiplets,” arguing that modularization improves yield and allows teams to fine-tune performance and power by optimizing each block independently.
  2. Advanced packaging and 2.5D to 3D integration:
    Moving from 2.5D toward 3D is no longer just a physical design choice. It is increasingly tied to bandwidth, latency, thermals and power efficiency, especially as memory and compute are pulled closer together.
  3. Smarter physical design and floorplanning:
    Verma emphasized “better floorplanning in terms of the physical design” as a practical route to power-performance gains, particularly when timing closure, congestion and thermal hotspots become the real schedule risks.

Taken together, these shifts point to a common theme. Scaling constraints are forcing teams to treat architecture, packaging and implementation as a single optimization problem, rather than as sequential handoffs. Decisions made at the architectural stage now ripple directly into packaging complexity, physical design trade-offs and long-term reliability. Success increasingly depends on how well teams can optimize these elements simultaneously, rather than in isolation.

Use case in action: Speed with fewer surprises

This integrated approach becomes most visible in real-world delivery.

To enable end-to-end ownership of chip design and deployment, Verma shared an example involving a hyperscaler and an image processing SoC. In that engagement, the external partner was responsible for architecture, specifications, RTL, DFT and GDS handoff to the fab.

The result was speed with fewer surprises. By maintaining ownership across the entire lifecycle, the team reduced blind spots that typically emerge when responsibilities are fragmented. Risks were identified earlier, dependencies were managed more tightly and execution became more predictable.

Through end-to-end ownership, the team could “parallelize many activities,” enabling a faster fab handoff “without any errors.” This, Verma noted, helped the customer save “a tremendous amount of money” by reducing rework cycles and accelerating time to market.

Where end-to-end design delivers outcomes

The strongest argument for end-to-end chip design services is not that specialists are unnecessary. It is that fragmentation creates an invisible tax.

“The biggest gains arise out of breaking the silos,” said Verma, referring to gaps between front-end and back-end teams, IT and business units, and IT and OT environments.

When those silos persist, teams lose time translating intent, revalidating assumptions and renegotiating trade-offs late in the cycle.

By contrast, an end-to-end owner can orchestrate parallel workstreams and minimize productivity loss. With shared accountability and unified governance, teams are better aligned around priorities, timelines and technical trade-offs. This alignment reduces rework, shortens feedback loops and allows organizations to respond faster when design assumptions need to be revisited. In some cases, Verma noted, this has translated into “up to 30% faster product development.”

For leaders weighing point specialists against integrated ownership, the real test is where risk accumulates. When schedules are dominated by integration, verification closure and manufacturing readiness, coordination overhead can outweigh isolated optimization gains.

Tooling and ecosystems

Another critical shift is happening beyond silicon itself.

“Hardware without software is like an island,” Verma observed, pointing to software as “a huge differentiator” and highlighting the role of domain-specific libraries in driving adoption.

This mirrors broader market behavior. Buyers increasingly purchase time-to-value, not theoretical performance.

In AI and accelerated computing, winning platforms are those that make it easier to deploy models, optimize kernels, debug performance and maintain compatibility over time.

As a result, a roadmap that stops at tape-out is incomplete. In today’s environment, long-term success depends on how quickly and easily developers can translate silicon capabilities into working applications. Post-silicon enablement, software optimization and ecosystem partnerships are now integral parts of the product strategy, not optional extensions. Competitive advantage now depends on compiler stacks, libraries, reference implementations, benchmarking discipline and overall developer experience.

AI for design acceleration

AI is not only reshaping what chips run. It is transforming how they are built.

“We are seeing ,” said Verma, spanning EDA tooling, verification and RTL workflows.

He cited productivity improvements of up to 30% and, in some cases, more.

Examples include generative synthesis from high-level specifications, reducing tasks from months to weeks, and GenAI-driven verification optimization that can cut simulation cycles by more than 50%.

However, measurement remains critical. Benefits must be tracked in cycle-time reduction, compute spend and quality metrics. Without this discipline, “AI-driven” risks becoming a label rather than a capability. Sustainable advantage comes not from isolated pilot projects, but from embedding AI into everyday engineering workflows. Only when improvements are repeatable, measurable and scalable do they translate into lasting operational impact.

This focus was also evident at HCLTech’s Semiconductor AI Day, the inaugural edition of the Chip2Intelligence Leadership Forum, held in Santa Clara. The event brought together more than 20 senior leaders to examine how AI is accelerating innovation across design, engineering and manufacturing.

This theme reflects a broader industry consensus: AI is becoming a structural advantage, not a tactical add-on.

Design to fab hand-off

Few milestones concentrate as much cost and irreversibility as fab handoff.

“Once you hand it off to fab, it’s a point of no return,” Verma noted.

That is why handoff demands stringent physical verification sign-off, design rule checks and disciplined validation across timing, power and thermal corners.

What is often overlooked is that tape-out risk is also financial risk. A single error can delay revenue, waste wafer starts and compound opportunity costs.

Verma emphasized the need for disciplined handoff processes that ensure predictability, protect yield and maintain secure IP validation and version control.

Manufacturing readiness, he argued, is not a final phase. It must be embedded from the outset.

Security by design: A foundation of trust

As ecosystems become more distributed, security has become foundational.

“Security is about trust and transparency,” said Verma, pointing to controlled access, encrypted IP libraries and version traceability.

Vendor audits for EDA tools and standardized environments help ensure trusted workflows.

The most effective teams treat security not as friction, but as an enabler. By integrating controls directly into workflows, they reduce manual checkpoints and eliminate last-minute compliance hurdles. This approach not only strengthens trust with customers and partners, but also supports faster, more confident decision-making.

Designing for speed, efficiency and trust

Looking ahead, three forces are reshaping chip design economics.

First, AI-driven automation is compressing development cycles. Second, chiplets and advanced packaging are redefining performance-per-watt. Third, advanced nodes and backside power delivery are raising both rewards and risks.

Each shift demands deliberate leadership choices.

Automation reshapes talent and governance. Chiplets transform integration strategy. Advanced nodes intensify validation discipline.

In response, leaders must treat compute as a strategic resource, guided by three disciplines:
