Reducing onboarding effort by 50% with Oracle HCM AI agents
A global telecommunications leader sought to modernize talent acquisition, onboarding and employee services through Oracle HCM AI capabilities. Manual recruitment tasks and fragmented HR workflows increased administrative effort, while employees had to navigate multiple single-purpose AI agents.
The client partnered with HCLTech to configure HR AI capabilities and establish the governance, testing and adoption support needed for a more connected employee experience.
The Challenge
Manual workloads and fragmented experiences increased HR effort
Demand for specialized talent in areas such as 5G, cloud, network security and fiber increased the need for efficient recruitment. Time-intensive screening, repetitive candidate queries and difficulty identifying suitable applicants added to hiring timelines and costs. Manual onboarding and fragmented HR workflows also increased administrative effort, while employees had to navigate multiple single-purpose AI agents.

Key challenges included:
- Specialized talent shortages and manual screening that made suitable candidates harder to identify quickly
- Repetitive candidate queries and extensive HR support requirements throughout recruitment and onboarding
- Onboarding delays, administrative workloads and compliance requirements
- Fragmented HR workflows and multiple single-purpose AI agents that limited a consistent, guided experience
The Objective
Connect HR AI capabilities with the controls needed for responsible adoption
The goal was to embed AI across key Oracle HCM workflows, improving recruitment, onboarding and access to employee services. Governance and monitoring mechanisms were also needed to expand these capabilities responsibly.
Key objectives included:
- Reduce manual recruitment tasks and improve the identification of suitable candidates for specialized roles
- Streamline onboarding and reduce administrative effort for HR teams
- Provide guided access to HR information, employee services and internal career opportunities
- Establish governance, testing and monitoring frameworks to support connected, scalable AI adoption

The Solution
Configuring Oracle HCM AI agents with governance and testing
HCLTech developed and configured 19 Oracle HCM AI agents for the client using Oracle AI Agent Studio in approximately 10 weeks. Seven agents were finalized through more than 400 system integration testing (SIT) and user acceptance testing (UAT) tests.

The solution included the following capabilities and supporting measures:
- HR workflow support through agents covering employee journeys and information access, job offer generation, onboarding, internal mobility advice and HR policy queries
- An AI Governance Charter with defined guardrails and a risk framework to support responsible deployment
- AI testing and monitoring strategies, configuration documentation and migration checklists to support operational readiness
- Client-specific page personalizations, training materials and a structured feedback loop with Oracle to support adoption and refinement
