The Client

The client is a government agency of over 25,000 people tasked with building transport infrastructure and managing transport services for their area. The agency is also responsible for maintaining road infrastructure and managing daily compliance and safety for roads and waterways.

 

The Challenge

In order to deliver an outstanding passenger experience, our client knew it needed to become more agile. The agency wanted to be able to respond faster to customer and operational requirements, scale in times of high demand and improve its efficiency and resilience.

The Objective

Modernize aging application portfolio

The client recognized the need to transform its approach to IT. This included modernizing its aging application portfolio to improve workforce productivity and enhance the passenger experience.

Rather than managing multiple vendors, the agency also wanted to simplify its technology services by centralizing its IT infrastructure with a trusted partner. They chose HCLTech as their trusted partner to help them achieve these objectives and modernize their approach to IT.

The Solution

A full-scale Amazon and Microsoft migration

After working with agency stakeholders to get a full understanding of requirements, HCLTech specialists helped devise and implement four key strategies for the agency’s IT transformation program.

  • Establish a multicloud infrastructure on Amazon Web Services (AWS) and Microsoft Azure
  • Migrate applications to these cloud platforms
  • Migrate integration platform to Amazon Web Services
  • Create processes and help install a culture of DevSecOps (development, security, operations), integrating security at every stage of the agency’s software development and delivery process

HCLTech established foundational services, security and governance protocols to set up the agency’s multicloud infrastructure. This included hosting a next-gen firewall and a network DMZ (demilitarized zone) for internet-facing workloads.

HCLTech deployed a ‘four Rs’ approach (rehosting, refactoring, re-platforming and rebuilding) to migrate applications to a cloud-based platform-as-a-service. In total, HCLTech helped migrate over 20 critical applications, including public websites, bespoke applications and integration services.

Shifting to a security-first DevSecOps model involved integrating vulnerability scanning throughout the entire software development process. The new methodology also enabled developers to build cloud-based infrastructure and apps together. HCLTech’s infrastructure-as-code framework allowed developers to automate the provisioning of infrastructure and software components.

The Impact

A technology platform that is more reliable, resilient and scalable

The cloud migration has reduced the agency’s total cost of ownership of its application environments by up to 30% .

The cloud also reduced the agency’s dependency on its on-premises data center, adding flexibility to the system.

The new has improved the agency’s security posture. Automated provisioning is enabling the agency to handle peak loads more easily.
